In Fort Bend County’s HD 28, a potential bellwether special election

On Nov. 5, 2019, voters statewide will weigh in on proposed constitutional amendments, but there are also a few special elections taking place that same day. A special election to fill the unexpired term of former state Rep. John Zerwas (R-Richmond) will have plenty of eyeballs focused on House District (HD) 28 in Fort Bend County.

Six Republicans and one Democrat will face off to replace Rep. Zerwas, who resigned in order to work as a vice-chancellor for the University of Texas System. The Republicans in the race are Dr. Anna Allred, Gary Gates, Gary Hale, Tricia Krenek, Sarah Laningham, and Clinton Purnell. Dr. Eliz Markowitz is the lone Democrat in the race. Broken down by party, their background and positions relative to public education are outlined below.

Democrat:

  • Markowitz is a Katy educator who ran for the State Board of Education (SBOE) in 2018. Her website focuses on public education issues, including a detailed education policy platform. Markowitz supports reducing STAAR testing, improving school funding, and better teacher pay, while explicitly opposing private school vouchers. Markowitz has been endorsed by the pro-public education group Texas Parent PAC.

Republican:

  • Allred is a Houston anesthesiologist who lists technical training among her education priorities on her campaign website.
  • Gates is a Rosenberg real estate investor who lost a runoff for the Texas Railroad Commission in 2016. Gates also ran unsuccessfully for the HD 28 seat back in 2002 and 2004. On his campaign website, he lists his positions as “protect tax payers,” “support our schools,” “defend 2nd amendment,” and “enhance school safety,” but does not offer additional information as to his views on those issues.
  • Hale is a former Drug Enforcement Administration (DEA) intelligence officer from Katy. On his website, Hale expresses support for arming teachers with firearms and returning to corporal punishment as a potential solution to school shootings.
  • Krenek is a Katy attorney who lost a 2018 race for Fort Bend County commissioner. Her website includes some education policy positions, such as increasing the state’s share of education funding, changing school finance “to reduce Robin Hood recapture payments,” and funding “additional across-the-board teacher pay raises.”
  • Laningham lives in Richmond and is a small business owner. Her campaign website makes no mention of education issues. She also ran for state representative last year in House District 14, but had no campaign website that ATPE could locate at that time.
  • A campaign website could not be found for Purnell, but his LinkedIn profile lists his occupation as “global logistics manager and corporate trade compliance” in Houston.

The HD 28 race is one of three special elections scheduled this fall, along with HD 148 in Houston and HD 100 in Dallas. The latter are not competitive districts from the standpoint of potential partisan shifts, but the math in HD 28 makes it a swing district, where a candidate from either party has a legitimate chance at winning the seat. Zerwas, a popular long time incumbent, won his reelection in 2018 by only eight percentage points. In doing so, he outperformed U.S. Sen. Ted Cruz, who won the district by just three points. Cruz’s margin represents a steady decline in Republican support in HD 28, which handed a ten percent margin to Donald Trump in 2016 and a 35-point margin to Greg Abbott in 2014.

Republicans hold a nine-seat majority in the Texas House. The winner of the HD 28 special election will serve out the rest of the term and will have to run for reelection again in 2020.

Voting is the single most important thing an educator can do to ensure the Texas Legislature prioritizes public schools and students. The deadline to register to vote in this special election and other November elections is Oct. 7, 2019. Texas election roundup: Change of address and no take-backs

This week’s election news included a couple of eyebrow-raising developments. After announcing plans to leave the legislature to run for a local county commissioner position, state Rep. Mike Lang (R-Granbury) changed his mind and said he now plans to run for reelection after all.

In late-breaking news Friday, former State Board of Education (SBOE) Chair Donna Bahorich (R-Houston) announced she will not seek reelection. Bahorich chaired the board for the past two terms and was succeeded by Member Keven Ellis (R-Lufkin), who was sworn in as new board chair last week. While Bahorich won reelection by nearly 12 percentage points in 2016, her SBOE District 6 voted for Beto O’Rourke in 2018 by a four point margin.

Former U.S. Rep. Pete Sessions (R-TX 32) announced he will move from Dallas, where he lost his reelection bid to Democrat Colin Allred, to Waco, where he will run to fill the seat vacated by retiring Rep. Bill Flores (R-TX 17). U.S. Rep. Mac Thornberry (R-TX 13) became the sixth Texas Republican to announce his retirement ahead of the 2020 elections, leaving an opening in this solidly Republican, Amarillo-based district. In other federal races, Julian Castro told the audience at last weekend’s Texas Tribune Festival that he will not challenge U.S. Sen. John Cornyn (R-TX) should the former San Antonio mayor’s Democratic presidential campaign conclude unsuccessfully.

A poll commissioned by Democrats surveying six Texas congressional races indicated close races for several Republican incumbents, including U.S. Reps. Michael McCaul (R-TX 10), Chip Roy (R-TX 21), and John Carter (R-TX 31). The poll pitted a generic Republican against a generic Democrat in six Republican-held districts targeted by Democrats. A generic Democrat lead in two of those races: Texas’s 23rd Congressional District, where Rep. Will Hurd is retiring, and the 24th, where Rep. Kenny Marchant is retiring. From Public Policy Polling:

“Republicans have small advantages in the 10th District (49-46), 22nd District (49-45), 21st District (49-44), and 31st District (51-44) but across the board it looks like new opportunities are opening up for Democrats in places in Texas that never would have been imaginable even just 4 years ago.”

State Rep. Dan Flynn (R-Canton), who sits on the committee that oversees educators’ pensions, was among several Texas House members who announced this week they plan to run for reelection. Amid the steady flow of similar announcements, at least one member – state Rep. Terry Canales (D-Edinburg) – alternatively suggested it’s safe to assume he’s running for reelection until he states otherwise.

Former state Rep. Mike Schofield, who worked as a staffer for state Sen. Pat Fallon (R-Prosper) during the 86th Texas Legislature, announced plans to run against state Rep. Gina Calanni (D-Katy). Calanni defeated Schofield in 2018 by just over a hundred votes.

Finally, the deadline is Monday to register to vote in time for this November’s elections. This is critically important if you live in one of the districts where special elections are taking place on Nov. 5 to replace state representatives who have stepped down prior to the expiration of their terms. One race in particular, the special election in northwest Fort Bend County’s House District (HD) 28 to replace former state Rep. John Zerwas (R-Richmond), is expected to be close. Texas election roundup: More legislative race dropouts

This week continues to see Texas legislators dropping out of the 2020 contest.

State Rep. Dwayne Bohac (R-Houston) announced he will not seek reelection in House District (HD) 138. Rep. Bohac won reelection by less than one percentage point in 2018, and his district has voted for the Democrat at the top of the ballot in the last two elections.

State Rep. Mike Lang (R-Granbury) also announced he would not run for reelection in HD 60 in order to run for Hood County commissioner. Rep. Lang’s district is safely Republican, but Lang faced a serious primary challenge from public education advocate Jim Largent in the 2018 election cycle. During the 2019 legislative session, Lang chaired the House Freedom Caucus, which has consistently advocated for school privatization.

State Rep. Cesar Blanco (D-El Paso) received another boost in his campaign to succeed retiring state Sen. Jose Rodriguez (D-El Paso) in Senate District (SD) 29, announcing the endorsement of State Board of Education (SBOE) Member Georgina Perez (D-El Paso) this week. Rep. Blanco has already locked down the support of El Paso’s Texas House delegation.

A new poll out by the University of Texas-Tyler shows Joe Biden leading the field of Democratic presidential candidates among Texas Democrats or Independents who lean toward the Democratic Party, registering the support of 27.7 percent of respondents. Biden was followed by Beto O’Rourke at 18.9 percent, Bernie Sanders at 17.0 percent, and Elizabeth Warren at 10.9 percent. All other candidates were under ten percent. The poll, composed of 1,199 registered voters and conducted online between September 13 and September 15, showed 43.1 percent of respondents identified themselves along the “conservative” spectrum, while 29.7 identified as “moderate” and 27.1 identified along the “liberal” spectrum.

Tuesday of this week marked National Voter Registration Day, an annual event aimed at encouraging eligible citizens of voting age to make sure they are registered to vote. Texas election roundup: More Senate shakeups

Big election news continues to come out of the Texas Senate, where state Sen. Jose Rodriguez (D-El Paso) announced last week that he will not seek reelection, and state Rep. Cesar Blanco (D-El Paso) followed with an announcement that he will seek Rodriguez’s open seat next year.

Sen. Rodriguez has been one of the most consistent champions of public education in the Texas Senate, and his Senate District (SD) 29 is securely in Democratic hands. Beto O’Rourke carried SD 29 by nearly 49 percentage points in 2018, and Rodriguez has not faced serious opposition in recent years. Rep. Blanco chairs the House Democratic Campaign Committee, which works to elect Democrats to the Texas House, and announced he has already secured the endorsements of fellow state Reps. Art Fierro (D-El Paso), Mary Gonzalez (D-Clint), Joe Moody (D-El Paso), and Poncho Nevarez (D-Eagle Pass), as well as U.S. Rep. Veronica Escobar (D-TX 16).

Other state representatives continue to announce plans to return to office. State Reps. Will Metcalf (R-Conroe), Brad Buckley (R-Salado), and Hugh Shine (R-Temple) all announced plans to run for reelection.

In the race for U.S. Senate, former U.S. Congressman and 2006 Democratic nominee for governor Chris Bell formally entered the race against incumbent Republican U.S. Senator John Cornyn. Bell is one of nine candidates vying for the Democratic nomination in the U.S. Senate race, including state Sen. Royce West (D-Dallas) and former congressional candidate and U.S. Air Force veteran MJ Hegar.

Tuesday, September 24, is National Voter Registration Day. The goal of this national, non-partisan event is to increase civic participation by registering hundreds of thousands of voters on Tuesday. It was launched in 2012 and has grown in popularity ever since, thanks to the help of non-partisan organizations such as the League of Women voters and the Texas Educators Vote coalition, of which ATPE is a member. Texas election roundup: Another big retirement

The big news so far this week has been U.S. Rep. Bill Flores (R-TX 17) announcing his retirement and intention not to run for reelection in 2020. Flores defeated longtime Waco Democrat Rep. Chet Edwards in the Republican wave election of 2010. Flores won reelection in 2018 by nearly 16 percentage points, and U.S. Sen. Ted Cruz beat Democratic challenger Beto O’Rourke by just over nine points in the district.

The field of candidates in three special elections scheduled for Nov. 5 has been set. After the close of the filing deadline, a total of 26 candidates had declared campaigns to succeed state Reps. John Zerwas (R-Richmond), Jessica Farrar (D-Houston), and Eric Johnson (D-Dallas). The most competitive race will be for the seat being vacated by Rep. Zerwas in House District (HD) 28, which both Zerwas and Cruz won by single-digit margins in 2018. One Democrat and six Republicans have filed for the seat. The 2020 elections pose a major test of the resolve of educators to hold their elected representatives to account for legislation passed and legislation promised. Things like school funding and educator pay will almost certainly be on the chopping block when the Texas Legislature returns in 2021, which makes your votes all the more important. Texas election news roundup

It’s another week and another round of election news in Texas.

Gov. Greg Abbott (R-Texas) has been busy setting special elections to finish the unexpired terms of legislators who have decided to step down before the next election. Voters will decide who succeeds state Reps. John Zerwas (R-Richmond) and Eric Johnson (D-Dallas) on November 5, 2019, which is also the date of the state constitutional election. The winners of those two races will have to turn around and defend their seats in the 2020 elections next year.

In the meantime, another Democrat has filed to run against U.S. Sen. John Cornyn (R-Texas) in the 2020 election. Cristina Tzintzún Ramirez is a Latina organizer who started the Workers Defense Project and Jolt Texas, the latter of which aims to mobilize young Hispanic voters. Ramirez will join a Democratic field that already includes state Sen. Royce West (D-Dallas), former congressional candidate MJ Hegar, and former congressman and gubernatorial candidate Chris Bell.

Finally, Texas State Board of Education (SBOE) Member Ruben Cortez (D-Brownsville) announced plans late last week to challenge state Sen. Eddie Lucio, Jr. (D-Brownsville), who has often sided with his Republican colleagues in the 31-member Texas Senate on issues such as school privatization. This sets up a potentially heated Democratic primary for the South Texas Senate district.

This November’s election will decide a number of important potential amendments to the Texas Constitution, including one relating to school finance. It is critical that educators stay engaged beginning this November and following through the party primaries in March 2020 — all the way to the November 2020 general election. Now is a good time to check if you’re registered to vote, which you can do by using resources put together by the Texas Educators Vote coalition of which ATPE is a member. November 2019 ballot propositions and other election news

This week saw a steady trickle of election-related news. Some of it had to do with the upcoming constitutional election this November, and some of it had to do with races on the primary election ballot next March 2020.

First up, the Texas Secretary of State announced the ballot order for 10 proposed constitutional amendments that will go before Texas voters this November 5, 2019. Proposition 7 is the measure with the greatest direct impact on public education. House Joint Resolution (HJR) 151 passed by the 86th Texas Legislature describes the measure as “The constitutional amendment allowing increased distributions to the available school fund.”

Proposition 7 would increase the maximum annual distribution of revenue derived from public land by the General Land Office (GLO) or other agency to the available school fund (ASF) for public schools. If approved by voters, that maximum amount would increase from $300 million to $600 million per year. According to the bill’s fiscal note, the Legislative Budget Board was unable to predict whether this would provide enough additional permanent school fund (PSF) revenue to significantly offset state spending from general revenue.

Next up, a couple of familiar names in Texas politics surfaced in relation to federal races on the November 2020 ballot. State Sen. Royce West (D-Dallas) announced Monday he plans to enter the Democratic primary to challenge U.S. Sen. John Cornyn (R-Texas). West joins a crowded Democratic primary field that includes M.J. Hegar, who narrowly lost a general election race against Republican U.S. Rep. John Carter in Congressional District (CD) 31. Also on Monday, former state Sen. Wendy Davis (D-Fort Worth) announced plans to challenge Republican U.S. Rep. Chip Roy in CD 21. Republican U.S. Rep. Pete Olson announced late Thursday he will not run for reelection in CD 22, which is expected to be a hotly contested race next November. Expect campaign announcements to continue throughout the summer and fall.

Here at the beginning of a week in which most bills in the Texas Legislature will die, the big priorities set out at the beginning, in January, are still alive: school finance, property tax reform, school safety and responses to Hurricane Harvey.

Lots of other proposals are fading fast.

As of Friday, just over 5% of the 7,324 bills filed in the House and Senate this session had made it all the way to Gov. Greg Abbott’s desk. That tells you a bit about what will happen in the next few days. When this is over, when lawmakers have gaveled out on Memorial Day, that percentage will have jumped considerably. Two years ago, 18% of the filed bills made it to the governor. Four years ago, it was 21%. And in 2013, it was 24.4%.

But don’t just look at success; that won’t explain the dramatic tension of the next few days. Look instead at the overwhelming failure rate. Only about 1 bill in 5 — 1 in 4 in a good year — makes it out of a regular session alive. Everything else (that hasn’t found new life as an amendment to other legislation) meets its final end in the final week — when procedural deadlines form a bottleneck that most of the stampeding legislation doesn’t survive.

Those failures are not always surprising to the authors of bills, but failure is a tough ending when a legislator has worked for 20 weeks or more to make some changes in the state’s law books.

The big stuff is all right — at least for a minute — but other things you’ve probably heard or read about are in peril, a list that includes new laws that would allow people and businesses to discriminate when that’s based on “sincerely held religious beliefs”; limits on local residents’ ability to block oil and gas pipelines, power lines and other infrastructure projects; and loosening of the state’s current restrictions on medical marijuana. There’s also the Senate confirmation of Abbott’s Secretary of State appointee, David Whitley, who presided over the state’s botched search for noncitizens on the state’s rolls of registered voters and who’s out of a job if the Senate doesn’t confirm him before the session ends. Until Sunday night, it also included changes to election laws sought by Republican lawmakers; that bill didn’t get onto the House’s final calendar, but its provisions could find their way into other legislation before the session ends.

That’s a tiny sample of what’s in the air, and it’s changing fast. Some of the items on that list have already died once or twice, only to pop up in some other form. You’ll know in a week or so — after Memorial Day — what’s really dead and what really passed.

The Texas Legislature’s Doomsday Calendar — the dramatic name for the deadlines that stack up at the end of a regular legislative session — only has a few squares left.

Four of those are red-letter days:

  • Tuesday, May 21, the last day Senate bills can be considered for the first time in the House.
  • Wednesday, May 22, the last day the House can consider Senate bills on a local and consent calendar, which is for uncontested legislation, for the first time.
  • Friday, May 24, the last day the House can decide whether to accept or negotiate Senate changes to bills.
  • Sunday, May 26, the last day the House and Senate can vote on final versions of bills they’ve been negotiating.

The last day — the 140th — gets a Latin name, but not a red border. It’s sine die, the last day of the 86th Texas Legislature’s regular session.

Another clock starts then, marking the time between the end of the legislative session and Father’s Day — June 16 — the last day Abbott can veto legislation passed by the House and Senate.

That’s an important deadline, but it’s not one that legislators can control. Their ability to steer the state will ebb soon — but not just yet. For them, we’re entering make-or-break week.

Teach the Vote’s Week in Review: April 5, 2019

It was another groundbreaking week in the Texas legislature, and here’s a look at the headlines from ATPE Governmental Relations:


On Wednesday, the Texas House of Representatives passed landmark school finance reform legislation. By a vote of 148-1, Chairman Dan Huberty’s (R-Kingwood) House Bill 3 passed the lower chamber, clearing the way for its consideration next by the Texas Senate.

The ATPE-supported school finance bill as finally passed by the House allocates billions in new money for public schools, reduces recapture, and provides homeowners with property tax relief. The House added bipartisan compromise language to HB 3 during Wednesday’s floor debate to ensure that all full-time public school district employees in non-administrator roles will also receive pay raises.

The Senate Education Committee and House Public Education Committee both held multiple meetings this week to hear a variety of education bills.

The Senate Education Committee’s meeting on Tuesday, April 2, 2019, largely focused on hearing bills pertaining to dual credit. The agenda for Thursday, April 4, included a host of bills relating to virtual schools, including some bills that ATPE opposes. Other pending bills previously heard by the committee were also voted out with favorable recommendations for the full Senate. On the other side of the Capitol, the House Public Education Committee’s Tuesday hearing covered topics ranging from pre-K to technology and educator preparation. The agenda for the committee’s Thursday hearing also featured a wide variety of issues, including one bill that ATPE opposes to require school districts to let home-schooled students participate in UIL activities. ATPE is urging educators to oppose two Senate bills that would endanger free speech rights and limit the ability to teach students about content that relates to “a political philosophy” or “a matter of public interest.” The bills are Senate Bill 1569 by Sen. Pat Fallon (R-Prosper) and Senate Bill 904 by Sen. Bryan Hughes (R-Mineola), and both of them got a favorable nod from the Senate State Affairs committee this week.

SB 1569 and SB 905 would expand current laws that restrict the use of public resources for “political advertising.” The bills are unnecessary, since state law already prohibits using school resources for electioneering which is enforced by the Attorney General, and these two bills will have harmful unintended consequences.

SB 1569 would broaden the definition of political advertising, impose harsh restrictions on political speech by public school employees, and make it nearly impossible to teach students about elections or civic responsibility or anything deemed to fall under the vague category of “a matter of public interest.” SB 904 also tries to limit political speech by restricting access to government communication systems like a school district’s Wi-Fi network. It also calls for fining any third party that sends political advertising to a government email address. SB 904 will unreasonably penalize innocent third parties and have a chilling effect on free speech and political involvement by educators, even making it hard to teach students about anything related to politics.

Both SB 1569 and SB 904 appear to be reactions to the surge in educator participation in elections last year, and both bills are likely to spark constitutional challenges if passed. Based on their obvious targeting of the education community, both bills are reminiscent of unsuccessful efforts last legislative session to dissuade educators from joining professional associations that advocate for public education. With yesterday’s committee vote, these two bills have the potential to reach the full Senate for a floor debate very soon. As we have been reporting here on Teach the Vote, the legislature is considering ATPE-supported bills to increase contributions into the TRS pension fund. This week the House Committee on Pensions, Investments and Financial Services considered one of the bills, Senate Bill (SB) 12 by Sen. Joan Huffman (R-Houston), which the full Senate has already passed unanimously.

SB 12 is being sponsored on the Senate side by Rep. Greg Bonnen (R- League City), who chairs the Article III (education) subcommittee in House Appropriations and is the author of another bill to increase funding for TRS via House Bill (HB) 9. (That bill, which ATPE also supports, was already heard by the House Pensions committee last week.) ATPE Senior Lobbyist Monty Exter reports that during this week’s hearing on SB 12, Chairman Bonnen offered a committee substitute version of Senate Bill 12 that would replace its language with the language from his HB 9. After a brief hearing on the bill, the committee took the somewhat unusual step of immediately voting the committee substitute version of SB 12 favorably out of committee and recommending that it go to the full House for further consideration. The bill, which appears to be on an expedited track, will next go to the House Calendars Committee which has the authority to set the bill on a House calendar for a scheduled for debate. Once the bill has been approved by the full House, which it is expected to easily do, it will return to the Senate where Sen. Huffman will likely send SB 12 to a conference committee to work out differences between the House and Senate language.

While both versions of the bill would increase the overall contribution rate into the TRS pension system and provide current retirees with a 13th check, the House language does so by focusing the entire increase on the state’s contribution rate without raising the rates of educators or school districts. Additionally, the House version provides for a substantially larger 13th check, up to $2400 per retiree vs $500 dollars per retiree in the Senate version of the bill.


 

Educators gain friendly statehouse seats in midterms

After more than a year of voter mobilization efforts aimed at making an impact on the Texas Legislature, educators sprinted across the finish line Tuesday with plenty to be proud of.

Pro-public education candidates for the Texas House of Representatives, both Democrats and Republicans, had a great night. When the dust settled, 74 percent of candidates supported by ATPE-PAC won their races. Conversely, many candidates backed by the infamous group Empower Texans lost their races last night. Forty-two candidates endorsed by the pro-public education entity Texas Parent PAC were victorious, including these new representatives-elect:

  • HD 4—Keith Bell, R-Forney

Democrats gained 12 seats in the Texas House, which lowers the mathematical advantage for Republicans to 83-67 from the more lopsided 95-55. This shouldn’t matter on most issues, but it could be extremely significant when it comes to dealing with highly partisan legislation such as vouchers or another anti-teacher payroll deduction bill, which the Republican Party of Texas has declared a top legislative priority despite resistance from within the Republican caucus. This new math could also influence the selection of a new House speaker to replace retiring pro-public education Speaker Joe Straus (R-San Antonio).

Over to the Texas Senate, the addition of two pro-public education members marks a slight improvement over the last legislative session. Beverly Powell defeated incumbent state Sen. Konni Burton (R-Colleyville) 52-48%, and Nathan Johnson defeated incumbent Sen. Don Huffines (R-Dallas) 54-46%.  Their election helps offset the loss of a Democrat-held seat won by Republican state Senator-elect Pete Flores during a summer special election for Senate District 19.

The GOP majority in the Texas Senate now changes to 19-12 from 21-10, however Republicans will hold a 19-11 advantage for the majority of session due to U.S. Representative-elect Sylvia Garcia’s (D-Houston) refusal to resign her state senate seat on time to hold a replacement election before the legislative session begins.

Under the Senate’s 3/5 rule, 19 votes are needed to pass most major legislation, and just 18 votes will be needed until Garcia’s seat is filled. This is very significant math in the Senate, where Lt. Gov. Dan Patrick (R-Texas) was able to push through multiple anti-public education bills, including voucher legislation, along largely party-line votes last session. However, there is reason to be optimistic that the results of this election cycle may embolden some pro-public education Republicans in the Senate to stand up to the lieutenant governor on these divisive issues.

Speaking of the lieutenant governor, Texas voters awarded him four more years Tuesday night. Despite his extremely anti-public education policies, Dan Patrick won reelection with a 51-46% victory over Democratic businessman Mike Collier. Patrick’s support roughly tracked with his GOP colleagues on the statewide ballot. Patrick, U.S. Sen. Ted Cruz, and Texas Attorney General Ken Paxton each received about 4.2 million votes. Gov. Greg Abbott received the most votes at 4.6 million.

The results up and down the statewide ballot were fairly consistent despite vast differences in the amount spent in each race. Cruz’s Democratic challenger, Congressman Beto O’Rourke, raised a staggering $70 million. His performance at the polls was largely mirrored by his statewide Democratic colleagues who raised a fraction of that amount. Democrats dominated the state’s largest urban areas and were thereby able to flip several local seats, but their numbers were not sufficient to overcome rural Republicans’ advantage in statewide races.

Now begins the process of dissecting the polling data to try and derive additional insights. At a general level, the Democratic strategy relied in part on mobilizing Democratic voters to achieve presidential election-level turnout while hoping Republicans turned out at typical midterm election levels. What happened instead was both Democrats and Republicans turned out at levels approaching a presidential election.

A total of 8.3 million Texas voters turned out for the 2018 midterm elections, compared to just 4.6 million voters for the 2014 midterms. Tuesday marked the highest turnout for a midterm election in Texas history, overall second only to the 2016 presidential election in which just shy of 9.0 million Texans voted. Looking deeper, about 400,000 fewer people voted for Cruz in 2018 than voted for Donald Trump in 2016. Conversely, O’Rourke received roughly 400,000 more votes than Hillary Clinton.

Registration of eligible voters increased to 79.40 percent in 2018 from 74.15 percent in 2014. This year’s turnout of 52.70 percent marked a 59 percent increase in turnout from 33.70 percent who participated in 2014. Turnout for the 2016 presidential election was 59.39 percent. In raw numbers, turnout compared to the last midterm election was nearly double.

So what does this all mean? It means that overall, educators did a great job electing local candidates who will stand up for public education. Through your hard work, you’ve made a positive difference on the political math within the Texas Legislature. Notwithstanding this success, arguably the largest challenge facing educators will be the retention of statewide leaders who have not taken the most education-friendly stances in the past. Will close calls during this election and the increase in voter turnout and enthusiasm among the education community this year provide an incentive for state leaders to become more responsive to and accountable for the needs of public schools? With the elections over, the battle now moves from the ballot box to the statehouse. Educators will need to harness the same enthusiasm to help make the 2019 legislative session a success for our students and classrooms.
